Head of Unit, New Democratic Pact, Council of Europe


Tatiana Monney (TM) is the Head of Unit New Democratic Pact for Europe, a strategic initative of the Council of Europe to address the democratic backsliding, currently collecting inputs and solutions. TM brings 25 years of experience in democracy support, peacebuilding and electoral assistance in the United Nations, the Swiss Federal Department of Foreign Affairs (FDFA) and the European External Action Service of the European Union. TM co-edited several publications/MOOC on Freedom of expression, artificial intelligence and elections of the United Nations Development Programme (UNDP).

In the UN, she had also worked as a policy Adviser both in the United Nations Mission in Liberia (2010-2011) and the Electoral Assistance Division of the Department for Political Affairs and Peacebuilding (in New York - 2007 to 2009- and in New Caledonia - 3 months 2017). For the Swiss FDFA (2012-2018), she facilitated the negotiation of voluntary commitments by political parties during the (online) electoral campaign, in Tunisia, Myanmar, Zimbabwe and Georgia. She published on the subject as co-editor of a handbook with International IIDEA in 2017 and more broadly on "Elections to Peace in 2019”. She holds a Certificate of Leadership Excellence in Management, and Division of Continuing Education in Harvard and a M.A in Political Science and CAS in International Law (Lausanne-Bern).
